Darryl Millar

Darryl has more than 30 years’ experience in planning and resource management, having worked in local authority and consultancy environments. 

During this time he has established a successful track record in statutory land use planning, resource consents, environmental impact assessment, district plan administration, policy formulation and analysis, and preparation and presentation of expert evidence. Darryl is also an accredited and practicing Hearing Commissioner, and has acted in a Commissioner role since 2001.

In the last 15 years Darryl has developed extensive experience as a planning/RMA project manager, having held leadership roles in large-scale capital development projects. Typically, this involves leading teams of technical experts in complex planning environments.. 

He has a proven record in stakeholder communication and client management, and works collaboratively with a range of disciplines involved in consenting processes and in strategic leadership decision making.

Outside of work Darryl’s sporting pastimes include Indoor Volleyball. Having competed at several World Masters Games, he is also a regular participant in local competitions

Graham has more than 25 years experience as a planner in the Wellington and Canterbury regions. Following experience with local authorities and consultancy in Lower Hutt and Christchurch, he teamed with Darryl and David to form RMG in 2001. 

Graham has extensive experience in land use planning and related fields including resource consents, subdivisions, designations, infrastructure, Reserves Act, Building Act, project management, policy, and local government processes, across a range of private, corporate and public sectors and industry groups. 

He is an experienced expert witness at Environment Court level, and is an accredited Hearings Commissioner. When not at work Graham can be found spending time with his family, or indulging his passion for mountain biking.

Joanne Pacey

Having completed her degree in Resource Studies at Lincoln University, and gaining valuable urban and environmental planning experience in Auckland and the United Kingdom, Joanne has now re-established herself in her hometown of Christchurch. 

Joanne enjoys working on many types of projects, finding that her previous work experience in Local and Regional Authorities gives her a rounded appreciation of expectations for development from both developers and councils.  

Having worked on a wide range of projects including retail and commercial developments, small and large scale subdivisions, and infrastructure and roading projects, Joanne has an understanding of the necessary planning requirements for development.

Teresa Walton

Teresa joined RMG in 2012 and has over 15 years’ planning experience, working in both local government and consultancy roles.

Teresa’s main planning interests lie in subdivisions and capital development projects.  She enjoys working as part of a multi-disciplinary team to successfully deliver projects. Her eye for detail and efficiency are valuable assets to any project.

Teresa is also experienced in processing resource consent applications on behalf of local authorities. This has enabled her to form working relationships with Council staff and understand their expectations from consultants who are representing applicants.

Outside of work, Teresa enjoys spending time at Christchurch’s beaches and parks with her French Bulldog, Minnie.

Melanie Foote

After graduating from Lincoln University in 2001 with a Bachelor of Resource Studies and a Post Graduate Diploma, Melanie has over 12 years experience as a planner with both  local authorities and private consultancies in Queenstown, the UK and  Christchurch.

Melanie has a proven track record as a  planner, specialising in land use planning, resource consenting, subdivision, plan changes and project management. Melanie’s  experience with a wide range of clients across a range of sectors has enabled her to develop a great eye for the ‘big picture’ and to successfully project manage  projects with multiple consenting requirements.

Melanie is  also an experienced expert planning witness.

Outside work Melanie is a keen sportswoman who has completed the Coast to Coast and loves mountain biking and road cycling in between raising a young family.


Ryan Brosnahan

Ryan joined RMG in May 2022 after almost seven years in the Resource Consents Unit at the Christchurch City Council (CCC). During his time at CCC, Ryan managed a range of consenting projects across Christchurch and Banks Peninsula be that residential, commercial, rural or industrial developments, complex greenfield subdivisions, and outline development plans. His in depth knowledge of district planning matters is truly valuable.

His enthusiastic and ‘can do’ attitude means that he’s an excellent person to have on board a project. He also has a sound ability to explain complex planning matters in layman’s terms and shows compassion in stressful environments to both colleagues and clients.   

Outside of the office, Ryan has a passion for the natural environment and nutrition. He also enjoys spending time with his little family and getting in a run or workout when time allows.  


Robyn Fairmaid

Robyn joined RMG in November 2023, bringing with her several years of private planning consultancy experience. Having previously worked in the construction and project management industry, Robyn proudly adopts a pragmatic approach to resource management planning. Her multifaceted industry experience within the private sector affords her a comprehensive understanding of the unique requirements and challenges faced by her clients and projects.

Beyond professional commitments, Robyn embraces her role as a mother to two busy boys, balancing her responsibilities with a dedication to the New Zealand outdoors, particularly as an avid trail runner. Robyn’s commitment to her sport is exemplified by her successful completion of various multisport and endurance events, including Coast to Coast and ultra marathons.

The blend of professional interests and personal accomplishments underscores Robyn’s resilient and holistic approach to both her professional and personal pursuits.

Jenny is our administration and accounts person. She joined RMG in 2005 after a 10 year break to raise a family having previously worked in accounts and salaries in various government departments. 

Drawing upon this experience Jenny provides strong support to all professional staff, while being a strong contact point for all clients.

In her leisure time Jenny is fully engaged with her active family and enjoys gardening.
